Reaffirmation of MBG Goals – Recommendations for Changes in MBG Governance Series
On Wednesday, June 4, 2026, Dadan Hindayana, former head of the National Nutrition Agency (BGN), along with two former deputy directors of BGN, Sony Sonjaya and Lodewyk Pusung, were named as suspects by the Attorney General’s Office based on an investigation warrant dated May 29, 2026. The day before, President Prabowo Subianto carried out a complete change of leadership of BGN after an evaluation process performances which lasted almost a year and a half. Nanik S. Deyang, who previously served as BGN deputy chief for public communications and investigations, was appointed as the new BGN chief, accompanied by Agustina Arumsari and TNI Major General Trenggono as deputy chiefs. This change provides the impetus needed to carry out fundamental reforms before old patterns take root again under the new leadership structure.
This article is not intended to judge the MBG program as an idea. The dream of building a healthy generation by ensuring optimal nutritional intake for every individual is a noble ideal that does not need to be debated. However, it seems necessary to construct a discourse on the way in which this program is designed, managed and supervised. BGN’s own data indicates that of the 27,208 SPPGs operating since the start of the program from January 6, 2025 to May 29, 2026, 8,182 SPPGs have been suspended. This figure is not encouraging because 30% of operational SPPGs have problems.
This article will attempt to provide recommendations regarding reprocessing MBG program objectives, changes in governance, notably in the definition of the SPPG and financing mechanisms and transition to new governance changes.
Reaffirmation of program objectives
Presidential Decree 83/2024 entrusts BGN with the task of guaranteeing national nutrition. The strategic objective of the National Nutrition Agency itself is to build a healthy generation by creating quality Indonesian human resources to lay the foundation for a healthy, intelligent and resilient future generation through a sustainable nutrition improvement program.
The BGN Strategic Plan 2025-2029 contains three strategic (literary) objectives for BGN as the implementer of the MBG program. Two of them, namely complete nutrition And achieving public awareness about nutritious diet. From these two works, it appears that the main objective of the MBG is linked to Nutrition.
In his speeches on several occasions, Prabowo said that MBG could generate 3 million jobs (Kompas, 2026). The Minister of National Development Planning/Bappenas, Rachmat Pambudy also explained that this program was designed as a whole to create multiplier effect on the economy and accelerate the process of food industrialization in rural areas. The MBG program not only provides nutritious food, but also creates new jobs and strengthens local supply chains (Ministry of National Development Planning/Bappenas, 2026). This shows that the aim of this program is not only to ensure nutrition, but also employment opportunities and strengthening local supply chains. Paretian status is very good, but if you want to achieve the main goal of the program, namely nutritional fulfillment, multiplier effect which is currently implemented with the SPPG system currently implemented with a distribution objective, in reality becomes an obstacle to achieving nutritional fulfillment itself.
Why does this happen? The accomplishment of nutrition is expert level task/professional task. Contrary to the statement of one of the Deputy Speakers of the House of Representatives, Cucun Ahmad Syamsurijal, who said he wanted to transform “nutrition experts” into “nutrition workers” (Kompas, 2025), this is completely contrary to the objectives of the MBG program. However expert What is needed in this program is not limited to nutritionists, because in reality, when nutrition is brought to mass flourishing, it is necessary food production specialist which can generally consist of chef, dietary cook, food production technician, certified food handlerand others. However, the placement of nutritional achievement as expert level task face challenges that are not easy. If the definition of expert is actually applied, only large restaurants, hospital kitchens, hotels and other kitchens that already have standards in this area can do so. food production as Certified Chef Cook, Certified Food Handler, Hazard Analysis Critical Control Points (HACCP), Sanitation Standard Operating Procedure (SSOP) or in Indonesia, we talk about health hygiene certificate (SLHS) and other standards deemed necessary. This may be one of our considerations for compromising on nutrition.
The extent of this trade-off is an important point in decision-making. Risk is the possibility that an event will occur and impact the achievement of objectives. Compromise in this context describes the appetite for risk that is willing to be accepted when achieving goals faces many obstacles. When we compromise on the goal of fulfilling nutrition, we allow that goal to be postponed bycompensate with other objectives, for example the creation of employment opportunities and food industrialization. But can’t we achieve all three at the same time? Under current conditions, this cannot happen.
For this reason, according to the author, the objective of this program must be reaffirmed so that all strategies that are not too aligned with the main objective of satisfactory nutrition can be understood by the public. The MBG program has a goal 1) Fulfilling nutrition, 2) Opening up job opportunities. Why isn’t the goal of food industrialization stated here, honestly because the author doesn’t understand hahaha.

A Private Blog Network (PBN) is a collection of websites that are controlled by a single individual or organization and used primarily to build backlinks to a “money site” in order to influence its ranking in search engines such as Google. The core idea behind a PBN is based on the importance of backlinks in Google’s ranking algorithm. Since Google views backlinks as signals of authority and trust, some website owners attempt to artificially create these signals through a controlled network of sites.
In a typical PBN setup, the owner acquires expired or aged domains that already have existing authority, backlinks, and history. These domains are rebuilt with new content and hosted separately, often using different IP addresses, hosting providers, themes, and ownership details to make them appear unrelated. Within the content published on these sites, links are strategically placed that point to the main website the owner wants to rank higher. By doing this, the owner attempts to pass link equity (also known as “link juice”) from the PBN sites to the target website.
The purpose of a PBN is to give the impression that the target website is naturally earning links from multiple independent sources. If done effectively, this can temporarily improve keyword rankings, increase organic visibility, and drive more traffic from search results.
